The Department of Administrative Services (DAS) State Procurement Office (SPO) developed OAR 125-246 through 249, DAS Public Contracting Rules, for state agencies subject to DAS authority (Agencies). The Model Rules do not apply to DAS or these Agencies.

The Department of Justice (DOJ) developed Model Public Contract Rules to implement the Code for public agencies excluding Agencies described above. These Model Rules were initially filed in September, 2004, and have been modified thereafter.
