Board Members
Suzanne Hoffman
Suzanne is chair of the Board and assistant director for transformation of the Department of Human Services (DHS). Since 1998, she has served in several management positions within DHS with a primary focus on human resources. From 1984 to 1998, Suzanne worked in the Department of Justice's Child Support Division. Suzanne holds one of four positions on the Board that represent the state as an employer.

Rich Peppers
Rich is vice chair of the Board and assistant executive director of SEIU Local 503, OPEU. As a member of the Board, he represents classified state employees represented by SEIU Local 503, OPEU -- approximately 18,000 people. Prior to his current position, Rich served as SEIU's political director for 10 years and also served on the Oregon Workforce Investment Board. Rich holds one of two positions on the Board representing employees in the largest union of state employees.

Peter Callero
Peter is a professor in the Department of Sociology at Western Oregon University and a member of Local 2278, Western Oregon University Federation of Teachers, AFT, AFL-CIO. A public employee in the state of Oregon since 1986, Peter fills the position on the board for members who are nonmanagement representable employees who are not represented by the largest or second largest employee representative units.

Rocky King
Rocky administers both the Office of Private Health Partnerships in the Consumer and Business Services Department and the Insurance Pool Governing Board. He previously held executive positions with securities organizations and also managed sections within the Oregon Department of Human Services. Rocky holds one of four positions on the Board that represent the state as an employer.

Diane Lovell
Diane is a council representative for the Association of Federal, State, County and Municipal Employees (AFSCME). Diane represents 5,000 AFSCME employees throughout Oregon. She previously served on the SEBB Board. Diane has worked in positions representing labor for 20 years and currently represents healthcare workers at OHSU. Diane holds the Board position representing members of the second-largest union of state employees.

Paul McKenna
Paul is the research director of Service Employees International Union (SEIU), Local 503, Oregon Public Employees Union (OPEU). Paul has worked for more than 30 years for SEIU and its locals. A major part of Paul´s work with OPEU is assisting union negotiators by providing information about wages and health benefits for contract negotiations. Paul holds one of two positions on the Board representing employees in the largest union of state employees.

Jeanene Smith, MD, MPH
Jeanene is administrator of the state's Office for Oregon Health Policy and Research (OHPR). OHPR is responsible for the development and analysis of health policy in Oregon and serves as the policymaking body for the Oregon Health Plan. Jeanene holds the Board position designated for the director of OHPR.

Bret West
Bret is the operations division administrator for the Department of Administrative Services. He has worked for the State of Oregon for 21 years, with prior service including chief operating officer for the Oregon Department of Education and deputy commissioner for the Department of Community Colleges and Workforce Development. Bret is the designee of the DAS director on the Board.

Representative Tina Kotek
Representative Kotek is the House’s non-voting advisory member of the Benefit Board. Before her election to the Oregon House of Representatives, she was policy director for Children First of Oregon. In the 2007 Legislative Assembly, Rep. Kotek was vice chair of the Health Care Committee and chair of the Subcommittee on Health Policy. She also served on the Human Services and Women’s Wellness Committee, and the Ways and Means Subcommittee on Human Services.

Senator William Morrisette
Senator Morrisette is the Senate’s non-voting advisory member of the Benefit Board. Senator Morrisette was mayor of Springfield for 10 years and taught Social Studies at Springfield High School for 28 years until retiring in 1990. During the 2007 session, he served on the Senate´s Health Care Reform Committee and Emergency  Preparedness and Ocean Policy Committee. He chaired the Health and Human Services Committee and was a member of  the Joint Ways and Means Subcommittee on Human Services.

Joan Kapowich, Administrator
Joan is administrator for the Board. She came to PEBB from SAIF Corporation, where she was medical services manager. Prior to that, she worked eight years for the Oregon Department of Human Services’ Office of Medical Assistance Programs as the policy section manager and the
analysis and evaluation manager. She also served as SAIF's medical services division director. Joan holds degrees in sociology and nursing and began her career as a nurse consultant for the state.
