What is Oregon Shines?

Oregon Shines is the strategic plan for the future of Oregon and all Oregonians. Mandated by the Governor in 1989 to help turn around a struggling economy, the plan set three goals and recommended strategies to achieve these goals. The plan also created the Oregon Benchmarks to measure progress.
 
The Governor and the Legislature created the Oregon Progress Board to focus the efforts of the state partners on the way their work aligns with the plan.
 
The Progress Board and partners across the state completed the
first update of the plan, Oregon Shines II, in 1997. This update revised the goals and pared down the number of Oregon Benchmarks.

This update will be different
 
Seven expert “Partner Panels” hosted by the Progress Board voiced a common need for Oregon Shines III to seriously invest in collaboration, coordination, and prevention. 
 
Therefore, Oregon Shines III will be largely different.  It will use
a four-phased approach with tools and methods that build on our capacity to think more systemically, act more collaboratively, produce sustainable results and measurably transform Oregon’s
future.
 
Competitive Solicitation
 
On December 13, 2007, the Progress Board posted an informal RFP on Oregon's procurement Web site (ORPIN).   This RFP seeks professional assistance in the design and development of the Oregon Shines III business plan.

Background
 
Oregon's economy was riding the wave of the nation's technology boom when Oregon Shines II was released in 1997.  Thousands of Oregonians participated in updating the original Oregon Shines.  They took on a more holistic approach, focusing as much on community and the environment as on the economy.
 
The Oregon Shines II process concluded that Oregon had made progress and reaffirmed the need for a knowledge-based economy. Oregon Shines II also determined that many Oregon
families were not benefiting from the state's prosperity.
 
Oregon Shines II engaged a more “bottoms-up” process that included meetings with leaders across the state.  It established three new goals: 1) quality jobs for all Oregonians, 2) engaged, caring and safe communities, and 3) healthy, sustainable surroundings.  The Progress Board pared down the list of Oregon Benchmarks to less than 100, with 25 identified as “key."

Circle of prosperity
 
The original Oregon Shines
 
Oregon’s strategic plan, originated in 1989 with rigorous trend analysis and industry-specific committee work.  The plan resulted in three goals: 1) a superior workforce, 2) an attractive quality of life and 3) an international frame of mind. 
 
The plan recommended strategies to achieve those goals. They were based on a concept of interconnectedness called “The Circle of Prosperity.”
 
The plan also created 259 Oregon Benchmarks to measure Oregon’s progress, and the Oregon Progress Board to keep
Oregonians focused on their future through biennial benchmark
reports and periodic updates of the plan.
