| Policy & Practice Review |
|
The Policy and Practice Review Program was established within the Human Resource Services Division (HRSD), Department of Administrative Services (DAS) in January 1995. It´s purpose is to enhance HRSD´s ability to fulfill it´s statutory obligations to audit and analyze personnel practices of state agencies. The review process is designed to improve the State´s human resource management practices by identifying and communicating best practices and correcting poor practices.
Reviews perform several functions vital to human resource management including:
-
ensuring compliance with laws, rules and policy;
-
identifying and sharing best management practices;
-
providing human resource management tools; and,
-
identifying regulations which may need updating or clarifying.
The result of each review is a final report which describes the scope and methodology of the review, provides results and findings and defines conclusions and recommendations.
There are two types of reviews performed by the program: classification and issue specific. There is usually one of each type of review in process at any given time.
Classification reviews include a sample of positions to determine if positions are allocated appropriately. This usually involves review of position descriptions and organization charts and interviews with position incumbents and supervisors.
Issue specific reviews examine other human resource management practices such as compensation, recruitment and selection, appointment to state service and workforce management.
