Disabled Visitor Parking
Disabled visitors to the Capitol Mall area can use designated disabled parking spaces or meters (except 30 minute or 15 minute meters) for all day parking if they display a valid DMV disabled parking placard.
Park & Pay – Yellow Lot
Daily parking is available in the Capitol Mall area Yellow Lot at a self-serve park and pay machine. See Yellow Lot Park & Pay Flyer (pdf) for location.
Park & Pay – Portland State Office Building
Daily and hourly parking is available at the self-serve park and pay machine at the Portland State Office Building surface lot.
Parking Meters
There are a variety of meters for temporary parking in Capitol Mall area parking lots, structures and on the street. Parking meter rate is 75 or 80 cents per hour depending on the location.
CashKeys for Meters
The CashKey is a debit (pre-pay) parking system designed for use in parking meters. The key can be attached to a key ring, eliminating the need to carry change for parking meters. The City of Salem and the State of Oregon both sell CashKeys. The keys are not interchangeable, city keys cannot be used to put time on state meters, state keys cannot be used to put time on city meters. All State of Oregon meters have a purple sticker surrounding the keyhole that matches the purple sticker on the CashKey. See brochure (pdf) for more information.

One-Day permits sold through the Parking Office
One-day permits for parking in the area of the General Services Building may be purchased at the Parking office located on the first floor. Permits are valid for the Ferry Street Structure (rooftop level only) or for blue-banded meters in the surface lot or on the 1200 block of Ferry Street SE.
One-Day Permit books available to State Agencies
One-day permit books may be purchased only by state agencies. To purchase, fill out the Parking Permit Book Order Form (pdf). These permits are for official state business only – they are not to be re-sold to employees or the public.
Permits are valid for one day at the following locations:
- Yellow Lot
- Capitol Mall Parking Structure meters
- Ferry Street Parking Structure (rooftop level)
- State of Oregon meters in the Capitol Mall Area marked by a blue band on the meter pole.
- Portland State Office Building Pay and Display public parking spaces

City of Salem One-Day Permits for the Capitol Mall Area
City of Salem scratch-off daily permits are sold in the Capitol Building room 49 during the hours of 7 a.m. and 5:30 p.m. weekdays. Call (503) 986-1180 for information. They are valid for a multiple block area of city of Salem meters surrounding the Capitol Building. They may be purchased in advance and used for the day by scratching off the appropriate year, month and day on the permit.
