Property for Sale
Predevelopment Work
 
The Oregon Department of Administrative Services-Facilities Division (DAS) in collaboration with the City of Salem is currently engaged in predevelopment work on the State’s 650 acre Mill Creek project.  The City of Salem has processed a zone change for the property to a new EC (Employment Center (pdf)) zone.  DAS has filed mitigation plans and obtained fill permits from the Department of State Lands and the US Army Corps of Engineers for all wetland within the Mill Creek Corporate Center (formerly known as Mill Creek Industrial Park).  The land has been replatted into the lots that are available for sale.  A new Mill Creek Industrial Park Urban Renewal District (URD) has been formed by the City of Salem.  The URD will provide the necessary financing to service the project with utilities, transportation requirements and wetland mitigation.  Phase IC (55 acres) has been certified as “shovel ready” by the Governor’s Industrial Site Certification program.  Phase IB will be certified by the Summer of 2007.  The State of Oregon has selected Capstone Partners as the “Master Developer” of Phase IA, and anticipates completing the Development and Disposition Agreement with Capstone by the 3rd Qtr, 2007.
 

Properties for Sale
DAS is offering several parcels for sale immediately:
  • Phase 1B is a 146 acre, flat, contiguous site available to a single end-user who is prepared to invest a minimum of $90M in building and improvement, and provide significant new jobs to Oregon.  The price for this property is $18,250,000.
  • Phase 1C has two parcels available (25 acres and 15 acres).  Purchasers must be single, end-users.  There are minimum investment and employment requirements.  The price for this property is $140,000 per acre.
  • Upon completion of the Agreement with Capstone Partners, Capstone will be subdividing Phase 1A and constructing several buildings which will be available for lease or sale.  Capstone will also offer developed land to end-users who wish to own their facility.
