The goal of the Enterprise Business Continuity Planning program
To ensure that in the event of a disruption in services, state government is stable, responsive and operational for all Oregonians through the continued education, awareness, development, and testing of disaster preparedness and business continuity planning.
 
 
Program Overview
Business continuity planning (BCP) has been referred to as pre-event planning that takes place so that post-event restoration or resumption of business functions can occur.
 
In the event of a disaster, several things are set in motion. Emergency response teams assure the safety of workers and citizens and disaster recovery teams begin repairs to damaged infrastructure. These are widely recognized duties, but what happens to state business while these teams are doing their vital work? A fairly new area of focus is what happens to the business side of things after a major disruption.
 
BCP is defined as “the process of developing advance arrangements and procedures that enable an organization to respond to an event in such a manner that critical business functions continue."  In short, how do we keep doing business during a disaster? A business continuity plan addresses the people and processes involved in getting a business up and running at full capacity in the event of a major incident. This incident may or may not have included a requirement to invoke a disaster recovery plan which tends to be a short-term recovery process.
 
Although the terms disaster recovery and business continuity are often used interchangeably, technically, there is a difference. Disaster recovery concerns the retrieval or re-creation of information systems and business functionality to the state they were in before a disaster occurred. Business continuity refers to maintaining a minimum level of business operations in order to fulfill critical operating requirements in the midst of a disaster.
 
The federal government and emergency management and disaster recovery communities refer to “continuity of operations” (COOP) and “continuity of government” (COG).  The Enterprise Business Continuity Planning initiative encompasses both of these concepts along with disaster recovery, in a single program, and incorporates the business priorities of state agencies and the enterprise in the process.
