An enterprise business continuity planning initiative began at the direction of the Department of Administrative Services Director in fall 2003. The effort, coordinated with the state CIO Council, recognized that while Oregon has adequate emergency response and disaster recovery programs to protect and rebuild needed infrastructure, there was no effort or plan to protect vital state business processes when that infrastructure is unavailable. The Enterprise Business Continuity Planning program is that effort - formally established during the 2005 legislative session. The need for a comprehensive business continuity program continues to grow because of a higher reliance on technology infrastructures, increased vulnerability from cyber attacks, increased cross-dependencies between state agencies, more shared services, and higher business recovery costs with less ability to pay. The enterprise program addresses the linkages between agencies and will provide a comprehensive view of enterprise business processes. Objectives
- Prioritize statewide critical business functions
- Coordinate cross-dependencies and common services
- Provide framework and guidelines for agency business continuity planning (BCP) development
- Provide educational forums and BCP resources
- Provide coordination and resources during an event or disruption which involves multiple agencies.
Current Focus
- Provide framework and guidelines for agency BCP development to ensure that critical business functions will continue despite a disruption in service through well-developed business continuity plans.
- Provide education forums and BCP resources
- The BCP Academy
- A sequential training that will provide participants a broad-base understanding of the principles, development steps, and components of a BCP
- First BCP Academy course offered June 2006, with a second identical course offered August 2006
