The Capital Investment section manages several financing programs and coordinates the capital budgeting process for state agencies. One program issues Certificates of Participation (COPs) for major construction projects. The Lottery Revenue Bond Program, the Oregon Health Sciences University (OHSU) Oregon Opportunity financing, Pension Obligation Bonds, and Oregon Short-Term Notes are also administered by this section. Additionally, section staff develop the state´s capital construction budget and coordinate and monitor the bonded debt limitation process.
