YOUTH CORRECTIONS UNIT COORDINATOR
$3,122 - $4,548 MONTHLY


The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.  In support of this mission, the Agency Director’s Message states:
 
 “The OregonYouth Authority's mandate is multi-faceted. Our most important charge is to protect the public and hold youth offenders accountable for their behavior.  But at all levels of the organization, our greatest challenge is to provide youth with opportunities to learn personal responsibility, develop social skills, and make positive choices for themselves. Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems”.
 
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections.  These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25).  The youth offenders may reside in one of ten OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation. 
 
The OregonYouth Authority values culturally competent staff to provide a continuum of services to our diverse clientele.
 
GENERAL INFORMATION . . .
  • These positions are located in youth correctional facilities in Albany, Burns, Grants Pass, LaGrande, Salem, Tillamook, Warrenton, and Woodburn.
  • This recruitment will be used to establish a list of candidates and will be used to fill vacancies as they occur.  
  • This recruitment is open to anyone meeting the qualifications listed in the “TO QUALIFY” section below.
  • Applicants offered employment will be:
  1. subject to a fingerprint-based criminal record check (conviction of a crime will not automatically preclude appointment; the circumstances involved in the conviction will be considered); and
  2. subject to pre-employment drug testing.
  • Testing for Tuberculosis is required for this position.
  • Newly hired employees will attend agency-paid training provided by OYA Training Academy.  Continued employment will be contingent upon completing and successfully passing all parts of this training.
  • A benefit of this position is participation through the Public Employees Retirement System (PERS) in the Oregon Public Service Retirement Plan (OPSRP) with employer contributions. This position is also designated as “Police and Fire” membership with PERS which includes the ability to retire 5 years earlier than positions designated “General Membership”.
  • All positions in OYA require the incumbent to serve as a “Mandatory Reporter” of child abuse.
 
TO QUALIFY . . .
 
Your PD 100 (application form) will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
  • A Bachelor’s degree in a behavioral science or related field (submit a copy of your college transcript with your application if your education or degree is other than behavioral science); OR
  • Three years of experience observing, evaluating and recording behavior and maintaining discipline of individuals in a program related to juvenile justice, treatment programs, or   special education within an institution or residential living unit; OR
  • Associate degree from an accredited school in a behavioral science or equivalent training program with an emphasis on juvenile systems, special education, and/or secondary education AND one year experience working in a juvenile justice, treatment, or secondary education program.
 
DUTIES AND RESPONSIBILITIES . . .
 
Employees in these positions will be responsible for assisting the Treatment Manager in the day-to-day operation of the cottage or housing unit and coordinating the casework and counseling of youthful offenders committed to the institution.
 
Major Duties:
  • Provide direct treatment for a group of assigned youth offenders, including directing or coordinating individual/group treatment sessions.
  • Act as assigned youth’s official representative.
  • Review all written information concerning youth on assigned cottage or housing unit.
  • Assist Treatment Manager in negotiating a reformation plan on each youth assigned to cottage/housing unit and hold youth accountable for negotiated treatment plans and goals.
  • Chair the cottage case review committee, assuring the case reviews are conducted in an efficient and effective manner and that the monthly case review form is filled out by each case review representative providing pertinent and accurate information.
  • Develop and implement constructive cottage/housing unit activities for youth and coordinate on and off campus activities.
  • Assist Treatment Manager in the carrying out the day-to-day operations of the cottage or housing unit.
  • Lead and direct staff in providing for the safety/security/rehabilitation of youth offenders; keep employees informed on cottage/housing unit decisions by providing pertinent information verbally and through written communication in the cottage/housing unit log; train staff on avoiding power struggles with youth, the alternatives and least restrictive controls to be used, and how to properly respond to youth problems/issues; assures new staff complete institution orientation program and have been orientated to rules and procedures of assigned cottage/housing unit and have read and signed off on all procedures.
 
 
WORKING CONDITIONS . . .
  • may be required to use reasonable force in the performance of duties or during a disturbance or other emergency situation;
  • frequently deals with verbal abuse, threats, and involves dealing with impulsive, rebellious, assaultive youth offenders;
  • many youth correctional facilities are tobacco-free work environments;
  • requires adhering to the dress code of the specific work site;
  • requires maintaining a pattern of dependability as demonstrated by acceptable attendance and being on time to work station;
  • transports youth offenders as requested, and, if in a security position, operates state vehicles constantly.  You must have a valid driver’s license and an acceptable driving record.

1.  Explain how you have gained knowledge of reformation programs for youth offenders.  In describing work experience, please describe the type of programs you were involved in, the work environment, and your level of responsibility.  If you do not have experience in treatment programs for youth offenders, be sure to include any related college course work you have or any related experience in treatment/reformation programs for other populations.
 
2.  Employees in these positions will be responsible for assisting the Treatment Manager in carrying out the day-to-day operations of the assigned cottage/housing unit, including directing employees, assuring housing unit/cottage daily living activities are carried out effectively/efficiently, monitoring safety and security, communicating with employees on youth issues, etc.  Please explain any experience you have in this area, including your level of responsibility and indicate whether this responsibility was a regular part of your job.  Was your experience in a seven day a week, twenty-four hour a day operation?
