PSYCHIATRIC SOCIAL WORKER
(Qualified Mental Health Professional)

$3,611 - $5,273 MONTHLY


The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.  In support of this mission, the Agency Director’s Message states:
 
 “The OregonYouth Authority's mandate is multi-faceted. Our most important charge is to protect the public and hold youth offenders accountable for their behavior.  But at all levels of the organization, our greatest challenge is to provide youth with opportunities to learn personal responsibility, develop social skills, and make positive choices for themselves. Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems”.
 
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections.  These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25).  The youth offenders may reside in one of ten OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.

GENERAL INFORMATION...
  • These positions are located at youth correctional facilities in Albany, Corvallis, Salem, Woodburn, La Grande, Tillamook, Warrenton, Burns and Grants Pass.
  • This recruitment is open to anyone meeting the qualifications listed below in the “To Qualify” section.
  • A benefit of this position is participation through the Public Employees Retirement System (PERS) in the Oregon Public Service Retirement Plan (OPSRP) with employer contributions. This position is also designated as “Police and Fire” membership with PERS which includes the ability to retire 5 years earlier than positions designated “General Membership”.
  • All applicants are required to complete the following pre-employment testing:
  1. IMPACT, a video-based, multiple-choice test of a person’s common sense and a reading exercise;  
  • Newly hired employees will attend agency-paid training provided by OYA Training Academy.  Continued employment will be contingent upon completing and successfully passing all parts of this training.
  • Applicants offered employment will be subject to:
  1. A fingerprint-based criminal record check (conviction of a crime will not automatically preclude appointment.  The circumstances involved in the conviction will be considered.)
  2. Pre-employment drug testing; and
  3. Testing for Tuberculosis
  • All positions in OYA require the incumbent to serve as a “Mandatory Reporter” of child.
TO QUALIFY. . .
 
Your PD 100 (application form) will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
  • Graduate degree in psychology; or
  • Bachelor’s degree in nursing and be licensed by the State of Oregon; or
  • Graduate degree in social work; or
  • Graduate degree in a behavioral science field; or
  • Graduate degree in recreational, art, or music therapy; or
  • Bachelor’s degree in occupational therapy and be licensed by the State of Oregon; AND
Education and experience which demonstrates the competencies to identify precipitating events; gather histories of mental and physical disabilities, alcohol and drug use, past mental health services and criminal justice contacts; assess family, social and work relationships; conduct a mental status examination; document a multi-axial DSM diagnosis; write and supervise a treatment plan, conduct a comprehensive mental health assessment; and provide individual, family, and/or group therapy within the scope of practice.
 
DUTIES AND RESPONSIBILITIES. . .
 
These employees provide highly responsible casework in working with adjudicated youth to enhance mental/emotional functioning and provide intervention to specific youth because of depression, suicidal ideation/gestures/attempt, or other concerns regarding mental status.  Major duties:
  • complete intake mental status examinations on adjudicated youth housed at the correctional facilities;
  • conduct mental health assessments within policy guidelines;
  • conduct daily “check ins” to determine mental status for assigned youth;
  • conduct coping skill education classes;
  • conduct individual and group therapy sessions;
  • participate in multi-disciplinary team reviews of youth, assist in developing reformation/treatment plans;
  • participate in case reviews of youth, close custody review board reviews and other reviews of specific youth as assigned;
  • provide one-to-one therapy sessions;
  • conduct coping skill therapy group sessions;
  • participate in the development of individual treatment plans with treatment managers and unit teams;
  • manage a caseload of youth on assigned precautionary status;
  • conduct grief counseling, as in “living with loss” therapy groups;
  • attend monthly mandatory team meetings with assigned living units;
  • meet regularly with supervisor, psychologist/psychiatrist, and/or other behavioral health staff to staff cases, coordinate services and receive clinical supervision.
WORKING CONDITIONS. . .
  • occasionally deal with verbal abuse, threats, and may involve dealing with impulsive, rebellious, assaultive youth offenders;
  • requires maintaining a pattern of dependability as demonstrated by good attendance and being on time at work station;
  • may be required to use reasonable force in the performance of duties or during a disturbance or other emergency situation.
  • OYA facilities are tobacco-free environments.
  • Requires the ability to read, speak and write in English.
