GENERAL INFORMATION
- There is currently one permanent, full-time position available with the Office of Educational Improvement and Innovation (EII) at the Oregon Department of Education in Salem.
- The EII office is responsible for school improvement efforts statewide, and provides for the development and implementation of Common Curriculum Goals, content standards, Career Learning Frameworks, and supporting materials as well as program evaluation as directed by the State Board of Education.
- This recruitment will be used to establish a list of qualified people, and may be used to fill vacancies as they occur.
- Applicants will be subject to a thorough background investigation including driving record. Adverse background data may be grounds for immediate disqualification.
- Applicants will be subject to a Computerized Criminal History check. Conviction of a crime will not automatically preclude an appointment. The circumstances involved in the conviction will be considered.

DUTIES AND RESPONSIBILITIES
The primary purpose of this position is to consult with and advise school districts on the implementation of state statutes and administrative rules and procedures on the implementation of Talented and Gifted (TAG) education that align with school improvement efforts. Monitor school district implementation of the Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR) for Talented and Gifted (TAG) programs. Provide resources, support materials and technical assistance for districts, schools and teachers to develop policies and practices to identify TAG students and provide curriculum appropriate to each student’s learning needs. Plan and organize professional development opportunities on differentiated instruction and monitoring of TAG student growth and development. Respond to school district and parent questions and complaints concerning the implementation of TAG education. Engage in data collection and analysis of TAG programs to facilitate accountability in meeting state statute and administrative rules. Serve as the liaison to professional and parent organizations.
Major duties include:
Create, manage and maintain a statewide plan for Talented and Gifted (TAG) education
- Collaborate with TAG regional centers to plan for the statewide focus and implementation of Talented and Gifted (TAG) education.
- Research and utilize information to inform TAG education.
- Prepare communications on behalf of the Office of Educational Improvement and Innovation.
- Develop presentations and draft correspondence. for a variety of audiences, including parents, school and district personnel, legal representatives, etc.
- Participate as a member of committees and task forces as assigned.
- Plan and facilitate internal and external meetings.
- Review department policies and prepare documents for public use.
- Research and report on special topics as assigned.
- Collect, analyze, and report data on TAG students.
- Work collaboratively with ODE staff to integrate differentiated learning strategies across contents areas.
Provide professional development and technical assistance
- Provide technical support and guidance to school districts in the implementation of TAG Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR).
- Respond to parent, student, teacher, school and school district questions about TAG services and best practices.
- Manage formal complaints from parents regarding school district compliance.
- Create, update and distribute resources and materials for teachers and district administrators.
- Provide technical assistance to ODE counsel in agency TAG litigation.
- Develop, coordinate and deliver effective professional development opportunities for teachers and administrators.
- Collaborate with TAG regional centers in planning professional development for TAG education.
- Serve as agency liaison to professional and parent TAG organizations.
- Serve as a resource to post secondary teacher education programs.
WORKING CONDITIONS
This position requires a flexible work schedule which involves statewide travel, some overnight, and some evening and weekend work. You must possess and maintain a current, valid driver’s license and an acceptable driving record or be able to provide an acceptable alternate method of transportation.
TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the requirements stated in this section. To receive credit, your application form must clearly show that you:
- Master’s degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience. Submit a photocopy of your license to receive credit.
All applicants must submit a photocopy of all related transcripts to receive credit. Transcript must include applicant’s name, coursework completed, and indicated that a degree was conferred.

- teaching strategies you have found most successful in providing differentiated instruction for a diverse population of gifted and talented students.
- your experience in providing talented and gifted education professional development to educators.
- your experience in helping school districts implement laws, rules and procedures for the education of talented and gifted students.
