GENERAL INFORMATION
These positions are with the Oregon Department of Corrections (ODOC) in Baker City, Lakeview, Wilsonville, North Bend, Ontario, Salem, Portland, Tillamook, Pendleton, Umatilla and Madras. This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies at various locations as they occur.

TO QUALIFY
Your application form, will be reviewed to verify that you meet the qualifications stated in this section. Non-Oregon Department of Corrections employees must also submit a background information questionnaire, and required supplements. To be accepted, you must have:
- three years of experience in a correctional security setting where your primary duties were the care and custody of inmates. One year of the experience must have been at the level of a Sergeant in a correctional system. (Qualifying experience such as: Oregon Department of Corrections; Correctional Sergeant, Corporal, or Correctional Officer)
In addition to the experience listed above applicants must:
- be 21 years of age to apply;
- have a High School diploma/GED certificate. (Acceptable proof of all training and education listed on the application or background questionnaire, must accompany your application);
- be a United States citizen or be able to become a citizen within twelve months of appointment to attend the Department of Public Safety Standards and Training academy; (If you are not a naturally born United States citizen, and are a naturalized citizen, a naturalization certificate must accompany your application);
- possess a valid driver's license; (To operate an institutional vehicle to transport inmates, you may be required to possess/or obtain a Class B Commercial Driver's License to operate vehicles more than 26,000 pounds, designed to carry 16 or more passengers); and
- have an acceptable driving record; (Driving records will be analyzed on an individual basis for applicants who have had their license suspended and/or had a DUII).
If hired you will be required to pass a medical exam in accordance with Department of Public Safety Standards Training (DPSST) statutory physical requirements.
DUTIES AND RESPONSIBILITIES
Major duties include, but are not limited to:
- assigning, monitoring, evaluating, and assessing training needs of subordinate staff; participating in screening process of new hires; conducting background checks of applicants and making recommendations on hiring; conducting orientation of new hires;
- resolving personnel issues and complaints; responding to grievances; participating in disciplinary investigations; effectively recommending appropriate actions; counseling employees in work-related activities such as professional growth, and career development;
- reviewing and investigating reports of security, safety and sanitation infractions; reviewing and endorsing all misconduct and unusual incident reports prepared by subordinates; ensuring corrective action is taken; authorizing and terminating visits; making independent decision to remove inmate to special housing unit or to return inmate to parent institution because of major infraction or the need for protection;
- supervising and inspecting dining room , infirmary and clinic, housing units, segregation units; authorizing changes in institution routing when dictated by operational necessity; and
- serving as commander in an emergency situations until relieved by superiors; initiating action, deploying staff, and notifying designated staff in emergencies such as an inmate disturbance, escape, or criminal activity; securing and maintaining chain of evidence in the event of criminal activity.
WORKING CONDITIONS
- will be expected to share the mission, vision, and core values of the department;
- requires being a role-model of pro-social behavior and having an attitude that conveys dignity and respect in the treatment of others;
- must be able to acknowledge that everyone is capable of positive change;
- smoking is prohibited at all work sites;
- requires shift work in a 24-hour, 7 day a week operation, with night shifts, weekends, holidays and overtime as required;
- may be required to use reasonable force (including firearms and other emergency equipment in the performance of duties or during a disturbance or other emergency situations;
- occasionally deals with verbal abuse, threats to self and family and other forms of harassment from inmates, and work unarmed and sometimes alone in the midst of groups of inmates;
- supervise inmates in a variety of housing and work environments that may include open showers and toilet facilities;
- may require conducting body searches of inmates which includes inspecting naked inmates for contraband;
- requires the physical capacity to perform instant and/or sustained arduous physical activity;
- adhere to the uniform code of the specific duty station;
- must remain constantly alert and observant throughout the shift even if on an isolated post or job where nothing happens for long periods of time;
- require maintaining a pattern of dependability as demonstrated by reporting to duty regularly and on time to specified locations; and
- may operate an institution vehicle to transport incarcerated inmates.

Non-Department of Corrections Applicants:
The Department of Corrections has developed an application form to be used when applying for any Correctional Security position. Please use the State of Oregon Department of Corrections employment application for Security PD291SA employment application. ODOC applications and the Background Information Questionnaire may be obtained on our Web site www.odocjobs.com
Step 1.
- Applicant submits the Department of Corrections application PD291SA to the Recruitment Unit, along with their completed Background Information Questionnaire, Criminal History and DMV Authorization, and PHOTOCOPIES of the following documents:
- valid drivers' license;
- social security card;
- proof of birth; e.g., birth certificate,U.S. Passport, naturalization papers, etc. ;
- high school diploma/GED certificate. Diploma's received by non-accredited learning centers will not be accepted. A letter from your high school on school letterhead may be substituted for the diploma; and
- copy of military DD214/DD215 Discharge Form if you served in the United States Armed Forces. DD214 must be long form, and show the "Type of Separation", and "Character of Service".
Do not mail application packet unless all of the above items are included.
Step 2.
- ODOC reviews application, Background Information Questionnaire, and required supplements for accuracy and completeness.
NOTE: If the application, and/or Background Information Questionnaire are incomplete, and/or all required supplements are not received, your application packet may be rejected.
Step 3.
- If the packet is complete, ODOC conducts a Criminal Justice Information System (CJIS) Criminal History and Department of Motor Vehicle Division (DMV) check.
APPLICANTS WILL BE DISQUALIFIED FOR THE FOLLOWING:
- five (5) or more traffic citations, including driving suspensions within the past twelve (12) months;
- a FELONY conviction under state or federal law, or MISDEMEANOR conviction relating to domestic violence, sex crimes, crimes against persons, unlawful use, manufacture, sale or possession of a controlled substance; or
- the applicant understands that any verbal or written statement that is false, fraudulent or misleading that is contained in the application or attached materials, or made in the course of any related employment process, whether made by the applicant or by others at the applicant's request, will result in rejection of application, denial of employment, or dismissal from state service if discovered after employment, and under some circumstances, may result in prosecution for a crime.
- military discharges on DD Form 214/215 indicating any of the following:
1.Dishonorable Discharge
2. Bad Conduct Discharge (BCD)
3. General - Under Other Than Honorable Conditions (UOTHC)
a. Discharge in Lieu of Court-Martial
4. General - Other Than Honorable Conditions (OTHC)
a. Misconduct - Pattern of Misconduct
b. Major Disciplinary Problems
Any discharge with a characterization other than Honorable is subject to review by the Oregon Department of Corrections (ODOC) and may require additional documentation. ODOC may request the applicant give written authorization to request official military records from the appropriate branch of service to make a determination of fitness for employment.
A FELONY conviction under state or federal law, or a MISDEMEANOR conviction relating to domestic violence, automatically precludes consideration for employment. View a list of disqualifiers. 
Step 4.
- A background investigation will be completed and then qualified Correctional Lieutenant applicant's names are added to the list of Correctional Lieutenants. Hiring lists are pulled as vacancies occur. Your name will only appear on hiring lists matching your Institutions choices as noted on your application.
Step 5.
- A grade notice will be sent.
Step 6.
- If hired, you will be required to pass a medical exam in accordance with Department of Public Safety Standards Training (DPSST) statutory physical requirements.
Step 7.
- Qualified applications will remain active on the Correctional Lieutenant list for twelve months.
