VOCATIONAL REHABILITATION COUNSELOR
(Vocational Rehabilitation Counselor)

$3,044 - $4,437 MONTHLY


These employment opportunities are with the Children, Adults and Families (CAF)/Office of Vocational Rehabilitation Services (OVRS), which is part of the Department of Human Services (DHS). There are continuous openings in various locations throughout the State. These positions are represented by a union.
 
This recruitment will be used to establish a list of qualified people. The list will be used to fill openings as they occur.
 
QUALIFICATIONS
 
OVRS requires that employees classified as vocational rehabilitation counselors will hold a Master's degree in rehabilitation counseling or a closely related field by 2010.
 
A Master's degree in Rehabilitation Counseling; or be certified by either the Commission on Rehabilitation Counselor Certification as a Certified Rehabilitation Counselor (CRC), the Certified Insurance Rehabilitation Specialist (CIRS), or the Certification of Disability Management Specialists Commission as a Certified Disability Management Specialist (CDMS), and six months full-time work experience providing vocational rehabilitation-related services;
 
OR
 
A Master's degree in psychology, counseling, or a field related to vocational rehabilitation (such as one that promotes the physical, psychosocial, or vocational well-being of individuals with disabilities) and 12 months full-time work experience providing vocational rehabilitation-related services;
 
OR
 
A Bachelor's degree in a related field, such as one that promotes the physical, psychosocial, or vocational well-being of individuals with disabilities, and three years of full-time work experience providing vocational rehabilitation-related services to individuals with disabilities. There is no direct experience substitute for a Bachelor's degree.

DUTIES AND RESPONSIBILITIES
 
The Vocational Rehabilitation Counselor assists persons with disabilities in obtaining and/or retaining employment. The major duties include:
 
Obtain, analyze and evaluate pertinent medical, psychological, social, vocational and other data to determine eligibility for vocational rehabilitation services;
 
Manage an assigned caseload budget; make and justify decisions for the expenditure of funds to meet specific individual client needs; identify and utilize other financial resources to maximize the use of agency funds;
 
Provide counseling and guidance to eligible persons with disabilities to formulate a vocational rehabilitation program that eliminates or creates more tolerable barriers to suitable employment posed by each person's functional impairments and leads to employment;
 
Provide follow-up on active plans with reports and adequate documentation; provides direct and indirect placement services including job analysis, job modifications and post-employment services; reviews transferable skills and employment potential after an initial client interview;
 
Develop and maintain records of progress, timetables and training schedule; monitor service costs within standards for budget management; documents procurement of services;
 
Evaluate client progress and make modifications to the rehabilitation plan when necessary; performing on-the-job analysis to determine job modification or job readiness and provide post-employment services;
 
Serve as representative of CHS with advocates, employers, other public agencies and vendors.
 
WORKING CONDITIONS
 
Employees in these positions may be required to work a flexible work schedule as a condition of employment. This is understood to mean that the hours of work may vary from day to day and include evenings and weekends. The hiring supervisor will determine work schedule specifics.
 
Frequent travel. You must have a valid driver's license and an acceptable driving record or be able to provide an acceptable alternative method of transportation. Some positions may require occasional use of a private vehicle when a state vehicle or public transportation is not available.
